Are you tired of trying to advance a front and seeing that only a third of your battalions are in combat? Do you feel that Defenders have too much of an advantage? Are you unable to find a Warfare mod that doesn't just devolve warfare into a numbers game - without any regard to things like state infrastructure or combat width?
Then Warfare+ is for you!
Warfare+ tweaks the combat system in Victoria 3 by evening the playing field between advancing a front, and defending it. It builds upon the framework intended by Paradox. While other mods put the focus on building up your army and playing a numbers game, Warfare+ simply evens out the playing field so you can focus on other aspects of war, such as:

Your war economy: Are you able to provide and obtain the necessary resources to keep their armies equipped?
Mobilization: Who can mobilize the fastest for the opening moves?
Your Generals: Are you using the right man for the job? Are you cycling out generals whose battalions may not be fit for combat?
Navy: Are you successfully disrupting trade routes and supply lines by convoy raiding, therefore making enemy losses more impactful?
Knowing when to continue your advance, and when to defend.
I highly recommend Anbeeld's Revision of AI mod as the AI will actually develop its infrastructure, slowly increasing the combat width in provinces.
Yeah that's cool, but what does the mod actually change?
Battles & Fronts:

Minimized the buffs that Attacking and Defending units received when the opposing side had superior combat stats. This means that Great War Infantry actually has a vast visible improvement in offense compared to Skirmish/Line infantry, and techs like Gas Attack have a more visible impact on the battlefield. Generals also have a larger impact when it comes to going to war with a country at the same tech. See the change notes for details.
Attackers:

Attacker's minimum amount of attacking battalions have been increased from 33% to 70%
Allowed Attackers to have the "Good visibility" combat condition.
Defenders:

Defense minimum amount of defending battalions has been increased from 50% to 75%
Defense attrition has been decreased from 20% down to 15%.
Defense unit's debuff for the battle condition "Poor visibility" has been decreased from -25% to -20%
Quality of Life:

The weight that an army chooses to advance to a province with a war goal or capital has been slightly increased from "10" to "14". This should mean you should see your armies actually try to make gains and accomplish your war goal tasks instead of having a picnic in the middle of nowhere.
Generals:

Kidney stones offense and defense debuffs to morale have been decreased from -10% to -5%

What are some things in development for future updates?
Battles and Fronts:

More battle conditions - things like bayonet charges, cavalry flanks, creeping artillery barrage, etc.
Alternating battle conditions/tactics like in Hoi4.
Flavor:

War tracks! There's no specific war music for Victoria 3, which attributes to how "dry" warfare currently feels. I have several tracks in mind, and specific music will play based off the culture of whatever country is the target of your primary war goal.
Conscription Laws - like in Hoi4. Right now, you can't really freely adjust the amount of conscripts you have. I think bringing over the different conscription laws from Hoi4 would bring a lot more control over the size of your army besides spamming barracks. Quality of Life: Alerts for Naval invasions. Maybe when you unlock the radio? We'll see.
