DESCRIPTION

Add an Explorer rank to stop your commanders from keeping your troops locked whilst they are on expeditions. Commanders will be automatically promoted to Explorer when sent on an expedition, and back to their original rank when the expedition is complete. Also fixes commanders which are stuck "busy" following previous expeditions, as long as no other expeditions are currently in progress. All updates will apply on the monthly pulse.
