DESCRIPTION
Summary
Political and Economic Changes seeks to make laws more distinct in shaping the economy and society of a country, interest groups more fluid and introduce various economic changes to offer more variety.
The mod adds Two-Party systems to Presidential Republics and Monarchies, a completely revamped Industry Banned law (now representing Corporatism), strengthens the Petite-Bourgeoisie so they emerge as the main reactionary force in industrial economies, makes pop support for Interest Group include more factors, introduces a Business Cycle mechanic which causes Booms and Busts, and makes the economic system laws enable much more distinct power-blocks to form, among other things.
Detailed Changes
Economic Law Changes
Industry Banned is now Corporatism: No longer dismantles and prevents building heavy industry, and forces the Corporatist Ownership method for industry and mines. Corporatist Ownership gives shares to shopkeepers and skilled workers (engineers, machinists and clerks), with more shares to shopkeepers than engineers, clerks or machinists.
Agrarianism gives the Land Rent ownership method to mines, logging camps and oil wells. Land Rent gives a mix of Capitalist and Aristocrat owners.
Interventionism unlocks Mixed Ownership with the Central Planning technology, giving a mix of capitalist and bureaucrat workforce, and a mix of government and capitalist shares to the building. Mixed Ownership is available for heavy industry, mines, fishing wharves, whaling stations, oil wells and logging camps.
Interventionism unlocks Government Run for military industry.
Publicly Traded gives a small throughput bonus.
Cooperative Ownership indirectly buffed through making most pops contribute to the investment pool in small amounts. The CO investment pool grows and continues investing, even if at a much slower rate than capitalist economies.
Other Law Changes
Presidential Republics and Monarchies with voting will be able to select between a Multiparty or Two-Party system. Two-Party systems greatly enhances Interest Groups joining the Liberal or Conservative parties, gives extra authority and increases ideological incoherence. Two-Party systems are less likely to produce extremist leaders.
A powerful trade union IG, and a non-powerful Intelligentsia, enables changing the two-party system away from Liberal vs Conservative, to Social-Democratic vs Conservative.
Authoritarian laws (autocracy, oligarchy, technocracy and single party state) gives Bureaucrats attraction towards Interest Groups in government, and enables Bureaucrats to join Interest Groups they are typically not attracted to. Other government administration workers also receive a bonus to government IGs, but much less than bureaucrats.
Authoritarian laws boost the political power of Bureaucrats.
Dedicated Police Force gives Petite-Bourgeoisie strength.
Technocracy has tripled political strength effect for Officers, Academics and Engineers, and gives a small technology cost reduction.
Technocracy forces the Technical Supervision ownership method in industry, mines, logging camps and oil wells for non-socialist countries. This gives ownership and jobs to academics (light industry), engineers (resource and heavy industry) or officers (military industry), in addition to capitalists.
Landed Voting gives a small amount of votes to Farmers.
Citizenship laws gives slightly less of a bonus to loyalists and malus to radicals among accepted pops, to compensate for the additions to Nationalism and Pan-Nationalism giving these effects.
Censorship and Outlawed Dissent reduces Intelligentsia boost from literacy if they are not in government.
Censorship and Outlawed Dissent removes Devout malus from literacy if they are in government.
Education and Healthcare laws give Government Administration new jobs based on law, and apply half an institution level of additional effect to the states with a Government Administration building.
Private Healthcare and Private Education gives Government Administration a small amount of minting, to represent the reduced cost of maintaining Private Healthcare and Education.
Interest Group Changes
Petite-Bourgeoisie care about economic system, preferring capitalist economies to socialist ones.
Petite-Bourgeoisie can also gain support from pops who share a heritage and non-heritage trait with a primary culture.
The Devout in State Atheist countries will draw from all non-atheist religions, instead of atheists.
Loyal Petite-Bourgeoisie and Rural Folk boost the investment pool efficiency of Shopkeepers and Farmers respectively.
Intelligentsia in Europe, Africa and Asia are less opposed to National Guard and the National Supremacy laws.
More Interest Groups change ideology in the right circumstances.
Machinists and Clerks can join Industrialists at high SoL.
Standard of Living affects attraction towards Industrialist, Trade Union, Petite-Bourgeoisie and Devout interest groups.
Having a low number of Urban Centres increase support for Petite-Bourgeoisie among urban pops in that state, while having a large number of Urban Centres increase support for Trade Unions and Industrialists.
Being at war increases support for the Armed Forces, and IGs with a Jingoist, Fascist or Pacifist leader.
Barracks and Naval Bases increase support for the Armed Forces in their state depending on size, and having neither decreases armed forces support in that state.
Universities increase urban support for Intelligentsia, and Devout if religious, in the states they are built in.
Having some, but few, Urban Centres in a state increases support for Petite-Bourgeoisie among urban pops.
Workers in Heavy Industry and Mines have increased support for Trade Unions and reduced for Petite-Bourgeoisie.
Workers and owners in Military Industries have increased support for Armed Forces.
Other Changes
Political parties with a large number of IGs will reduce legitimacy less.
Consumer Industries which employ Shopkeepers, will have some shares to shopkeepers when in private ownership.
Adds two journal entries, one for Technocracies which allows changing one IG to permanent supporters of Technocracy after maintaining the law for five years, and a more involved one representing a rise of atheism emanating from a secular university in non-atheist countries.
All pops who can have ownership in any law give a small amount of their dividends to the investment pool.
Art Academy adds 1,500 clerk jobs, and consumes Services to produce more Fine Art.
New production methods for Logging Camps: Intense Hardwood Production (doubled effect from regular, requires sawmill or better) and Charcoal (reduced wood output for some limited coal output).
Adds the Distributist leader ideology, which advocates for Corporatism, Homesteading and social welfare.
Adds the Chartist leader ideology, which advocates strongly for Universal Suffrage and opposes all other distribution of power laws.
Technocracies have a journal entry, completing after five years of maintaining Technocracy. This lets them turn the Intelligenstia, Industrialists or Armed Forces into Technocrats, along with a ten year boost to the relevant technology group.
Default religious conversion has been reduced, with state religion and a stronger religious decree enhancing conversion.
Radicals from discrimination will increase with the Nationalism and Pan-Nationalism techs, which also give bonuses to loyalists and malus to radicals from accepted cultures.
Unrecognized Major Powers less likely to join customs unions.
Unrecognized Major and Regional Powers less likely to join customs unions led by a country with a smaller GDP (scaling).
Unincorporated states have a penalty to manufacturing, university and urban centre throughput.

- Added a new Business Cycle journal entry for all non-command economics who have researched Banking. The Business Cycle periodically triggers recessions and booms, based on a host of factors including number of construction sectors compared to population, legitimacy, radicalism, taxation and more. - Added a Financial Services good, and Financial Sectors which produce it.
