DESCRIPTION
This mod aims to rebalance Diplomatic Interactions, Infamy, AI Diplomacy and Major Unifications.
V. 1.0.1 compatible with Victoria 3 V. 1.4
Perpetual Neutrality for Belgium and Switzerland
Possibility to break international treaties and instantly become a pariah to circonvent most diplomatic restrictions
AI Diplomacy improvements
These additions increase diplomatic gameplay possibilities, with the option to bypass near all restrictions given by the mod's change by embracing becoming an international pariah.
These tweaks make the AI a bit more rational and less prone to randomly intervening in diplomatic plays that it should not care about.
Quinine technology delayed to Tier 3
Treaty Port war goal can only target unrecognized polities and colonial affairs institution is required to add it as wargoal
Colonial Exploitation law requires Civilizing Mission technology
Set initial colonial claims in Indonesia and Algeria
Colonial powers need Colonial Exploitation law to conquer/puppet unrecognized polities, unless it is on your continent or on one of your subject's area.
Unique restrictions for war goals against China, meaning European Great Powers cannot directly conquer its states (but treaty ports are possible), unless you have claims or play as an East Asian country
Oregon Dispute Journal Entry reworked
These changes restricts heavily early colonisation, using existing vanilla system.
Some restrictions may look arbitrary, but they compensate for the absence of mechanisms explaining why massive colonisation did not happen before 1880 in real life.
Gameplay-wise it avoids "exploits" like conquering Gabon as first move for any country wishing to quickly get more pops and riches.
With this system, "Colonial Ressetlement" law represents both Frontier Colonisation (USA) and earlier stages of colonial Empires. "Colonial Exploitation" law represents the real push for colonies in Africa and Asia.
Combined with a later access to Quinine, it leads to colonization occuring roughly within the historical timeline.
China has special limitations for both gameplay perspective (conquer any chinese coastal state to get massive pops)
and also for the fact no European power actually conquered large swathes of chinese land for reasons that cannot really be represented in game.
Scandinavia is no longer a Major Unification, but a normal one
Italian Unification rebalanced
German Unification rebalanced
These simple changes makes Major Unifications more logical.
Scandinavian unification was never really a strong desire in modern history, so it was replaced by a normal one. Still accessible but lose the Major Unification mechanisms.
For Germany and Italy, the numbers of required states were adjusted so both can be formed with the states they historicaly had.
Extra conditions were added for countries that were historicaly against the very concept of German/Italian unity.
So Austria and Two-Sicilies cannot form Germany/Italy as easily as Prussia and Sardinia-Piedmont, unless they get radical political changes before.
Max infamy from target's population increased
Infamy for nearly all wargoal is increased
More infamy is removed when a wargoal is not enforced
Taking homelands generates less infamy
Reduced infamy taken by conquering unrecognied polities
Conquering bigger unrecognized polities like Japan and Persia generate more infamy than conquering smaller ones
These changes makes conquest between recognized countries way more punishing, especialy for Great Powers, unless they get claims or target their own homeland / unify their nation.
It roughly represent early international order (Concert of Europe) and also discourage AI countries for mad conquest spree.
Conquest of minor unrecognized polities on the other hand generates very little infamy, allowing a proper colonial scramble.
Conquering higher ranked unrecognized countries still generate enough infamy to punish a player/AI wanting to take a slice of Japan or puppet Persia, representing the fact those countries were partialy "recognized" as civilized nations.
Of course, a super aggressive player can ignore infamy system altogether to go for unlimited conquests, making all diplomacy irrelevant, this is not an encouraged behaviour for the loss of immersion and gameplay it causes.

Future plans
We plan to improve whatever new diplomatic feature Paradox is gonna implement in the future.
The game is currently missing some diplomatic aspects, yet we don't plan to add heavily scripted systems (like Conference of Berlin, Concert of Europe, etc.) since those are in the scope of our brewing Flavour Mod.
