Added Burgundy as a releasable country, with dynamic flags for Communism and Fascism and dynamic country names for Theocracy, Communism and Fascism. Set Rhone as the cultural homeland of the Orcs so that Occitania can have Rhone when released. Known bug: the homemade communist flag BRG_communist does not display properly and will be replaced by another communist flag. The reason is not yet known, but it is suspected to be a problem with the flag_definition file determination conditions.
