I fixed this "base" at 0.9 for the attacker and 1 for the defender. However, the number of troops invested by both sides in the battle is still affected by factors such as infrastructure and terrain. 3. Balance the values of various arms. Today, the combat capabilities of different arms are very different, and you will never see the situation of "irregular army" and "mechanized infantry" fighting on a par. 4. Fixed the numerical error of professional army and conscripted army. In vanilla, levied troops were more powerful than professional troops. I think it must be a typo in the code. So I fixed it.
