DESCRIPTION

Every notice how you always have the most recent techs, regardless of your literacy rate or how many universities you have? Wonder why Japan is unlocking industrial techs despite having closed trade and borders? This mod is for you. Base tech spread has been halved, the tech spread via literacy rate has also been halved, the isolation trade law reduces tech spread by 40%, and the ahead of time penalty has been doubled. Changelog V.2 - Reduced Innovation gain from literacy rate from 150 to 75 V.1 - Base tech spread reduced from 25% to 12% - Tech spread based off of literacy rate reduced from 75% to 38% - Ahead of time penalty per tech you're behind on upped from 25% to 50% - Isolation trade law tech spread penalty increased from 15% to 40% - Halved base innovation from 50 to 25 Compatibility This should be compatible with anything that doesn't change tech spread values, ahead of time penalties, the isolation trade law, or adjusts base nation values.
