DESCRIPTION

Simple mod that moves the "Declare Interests" button to the top of the diplomatic view. For some reason paradox put this button at the bottom of the list and have the list ever expanding. They also made the strange decision not to save your current location in this gui so it always puts you back at the top so you need to scroll through a ever expanding list every time you get a new slot to declare interests. I just move it to the top because it seems that is a good place for it to be. Conflicts with anything that edits the diplomatic_overview.gui file as I don't know of a way to do it without editing the entire file unfortuantly.
