DESCRIPTION

Adds a diplomatic action that allows you to request a country to guarantee your independence! As well as a diplomatic action to place a guarantee of independence on another nation! Mainly meant for multiplayer use, ai will accept but will never request a guarantee, uses similar but slightly tweaked ai acceptance from requesting to become a protectorate. Whats different about a guarantee? A guaranteed nation will always have the guaranteeing nation as a backer in defensive diplomatic plays! This does not function as a subject nor does it require the requesting state to back the guarantor like a defensive pact would, think of it like a one way defensive pact!
