Increase the Max Port Level gained from technology. Tier 1 tech: unchanged. Tier 2 tech: Hydraulic Crane (3 -> 6). Tier 3 tech: Floating Harbor (4 -> 12), Gantry Cranes (4 -> 12). Tier 4 tech: Concrete Dockyards (4 -> 16). Now you can again a total of 46 max levels from tech, which is usually enough even for relatively small nations.
