DESCRIPTION

Allows liquor to have full weight in a market to prevent small amount of opium in a fully liquor market to disproportionally impact demand. (i.e. you are importing strictly for military use). Also lowers the weight of opium to 80% so that it is slightly less favored in non-addicted markets. Obsession doubles value, so it will still have 1.6 weight in those markets. Compatibility: Modifies popneed_intoxicants in pop_needs.
