DESCRIPTION

This mod adds two new production methods to Urban Centers to use up services. This would hopfully help with late game serivce prices being to low so your Urban centers are never staffed. State Education: Unscaled 5% qualification bonus State Healthcare: Uncaled -5% mortality multiplier Both production methods use 15 services that are scaled. Please let me know if there are any balance changes I would have to make to the numbers, thank you.
