DESCRIPTION

Removes the following base values:

• All but 1k base Maximum Manpower.
• All but 1 base Land Forcelimit.
• All base Maximum Sailors.

The base +1 Maximum Manpower and +1 Land Forcelimit are to make sure any nation can have at least some army.
