DESCRIPTION

Buffs all coastal provinces to be more powerful, with bonuses to income, levy size, build cost & speed. I attempted to add a small +0.05 dev growth modifier but can't get it to work. If anyone knows how to make it work, let me know in the comments. Thanks! More an exercise in modding than a serious gameplay balance mod.
