Updated for culture and royal court.

Changes the concubine limit in 'Consorts and Concubines' doctrine to a maximum of 255.

Changes spouse limit in 'Polygamy' doctrine to a maximum of 256 (255 + 1).

This version is made available because spouse sometimes get wrongful penalty. I could have edited that out but it would have made it incompatible with any marriage interaction mod. So this one is more simpler and cleaner.
