More Artifact slots
This mod might do what you want. But it won't do it elegantly and does it in the abominated way. Enacting the decision "Reform Unused Court Artifacts" will turn all your non-equipped court artifacts into ones called backroom artifacts. Then, you can equip those backroom artifacts in the inventory section. There are 16 slots for it. To equip these items back in the court again, reforge them just like any other inventory artifacts. Most of them are reversible but I haven't tested for all of them. If you see an irreversible one, please report it to me.
Combine Artifacts
this mod allows you to combine two artifacts through a decision. However, there are some restrictions:

Artifact pair has to be Weapon-Sacred Relic or Armor-Historical Unique Artifact. A historical unique artifact is one with a fancy border like the above example.
Target Relic or historical unique artifact has to be equipped within your backroom slot.
You need some gold. 1000 gold for the first and second time. 2000 gold for 3rd, 4th, and 5th time. It's 3000 gold after that.

Upgrade Artifacts
In CK3, there is a maximum value for each category. This upgrade artifact interaction will make your artifact have maximum value for each of the categories. However, the target artifact must be a non-historic artifact, an illustrious rarity, and need to be equipped.
If you want to use 'Auction off Artifact' mod with this mod
Put this mod below the auction off artifact and you're good to go. Thanks KeizerHarm :) using Auction off Artifact or not. As a side update, added a decision button in the UI that will connect you to the backroom reforge decision. This feature was also suggested by KaiserHarm. Thanks again! VER 1.4: Added Combine Artifacts feature. VER 1.5: Added Upgrade Artifacts feature and fixed irreversible bug.
FAQ
Q: Why turn artifacts into backroom ones via decision rather than reform button? A: Cause I'm a noob and I failed to do that. Q: Isn't it too powerful? A: That's the point. Q: Why do these ingredient artifacts need to be relic or historically unique? A: 1. It's based on the new event that was added with the 1.5.1 patch. I thought restrictions of this event breed creativity and decided to keep some of it. 2. This combined artifact feature bypasses all requirements like the sample picture in the main mod gallery. Besides relic artifacts, a historical unique artifact is the one with the requirement. Thus, I wanted to add one to bypass those. Q. What's the purpose of upgrade artifact? A. Sometimes, I repeat load and save just to get a max value for each category. I thought it consumes too much time for a little reward, so I made a mod to avoid wasting my time.
