DESCRIPTION

Idea behind is heavily inspired by this topic on Paradox forum: change-requirements-to-create-a-cadet-branch-based-on-level-of-splendor. What it does is pretty simple, it increases requirements to create cadet branch by demanding at least Noteworthy Level of Splendor and also a character needs to be at least Exalted among Men level of prestige. It should mitigate early spam of cadets and provide more satisfying experience with this mechanic. I hope it will make your games more satysfying. :)
