DESCRIPTION

Paradox fixed the Form Switzerland Decision. To the point this mod is unnecessary. The code in their version appears to do the same exact thing as this mod and is cleaner than mine. If you still want to use this mod go on doing so, but I don't expect any further updates.

The form Switzerland decision was broke so I decided to fix it so Central Germanic characters can see the decision now. I also made changes so that the Duchy of Savoie is no longer required to form Switzerland, but if you control the duchy before you form Switzerland it will become part of Switzerland's de jure territory. I also notice the AI is terrible at forming the HRE so I made it so Switzerland can be formed as part of either the Empire of Germania, Francia, or Italia.
