DESCRIPTION

Adds decisions to add 20 of a resource to an owned and controlled state. Every decision has a 60-day cooldown and uses up 5 civilian factories. Options: > Develop Steel > Develop Aluminium > Develop Tungsten > Develop Chromium I didn't include rubber because there already is a way of getting it in-game, no oil because that would make getting fuel far too easy.
