If Austria is unaligned or democratic, they will always accept the Hungarian demand for a referendum, and always vote in favour of the annexation.

Czechoslovakia will accept the demands to be annexed if Hungary has a non-aggression pact with them.

Basically just make sure Austria doesnt go fascist/communist, and get a non-aggression pact with Czechoslovakia.
