I personally do not recommend using more than 3 savefiles, but if you want to simulate/play a battle royale of individual states, subscribe to this mod along with the 'Battle Royale' mod. I personally use only one save file for all my playthroughs and use Ironman mode, to cut down on unnecessary storage loss.
