Tome of Blight - Age Of Wonders 4

Adds the Tome of Blight to the game, a level II nature/shadow tome that specializes in blight damage and exploiting the Diseased status effect.

Feedback is welcome, let me know if you think any of these abilities are under/overtuned.

Compatibility

Should be no changes to any part of the base game, only new content. (Assuming I have done everything correctly)

Fixed bug that was causing Fungal Grove to give +25 food per province in city domain instead of just +25.

Fixed an error where the Tome of Blight was selectable as a starting tome and Roots/Beasts were unavailable.
